There's no real connection to fluoride in the water and better dental hygiene (less cavities and tooth decay). Poor people in the United States don't drink tap water, nobody does. Poorer people are more likely to drink only sugary drinks than middle class and wealthier groups, thus contributing to their poor dental health. The fluoride is doing nothing. You really need to somehow teach them to brush their teeth and drink anything other than mountain dew.
