Three reasons why.
1 The stores monitor their employees by camera following the ordinances and laws locally, and if you even APPEAR underaged, they must be seen making you produce the ID, on their employee monitoring cameras.
2 Liquor licenses, liability insurance, bonds and loss of sales or bonds are worth more than any single employee.
3 NA beer was once alcoholic and therefore not free of all traces of alcohol. They're not even deemed safe for pregnant people, or or alchies trying to abstain. Also on camera, they look the same.

Think of it as a compliment when getting ID'd or that the person is stupid. I never argue with stupid people.
