Is this your average Red Talon? I don't think that was the case though, I'm fairly certain she knew the data was hidden there, but maybe that was just her interpretation of finding out information for it. It's also weird that despite her being the help she only acted when the party came along instead of earlier though do you might be on to something.

It was a good message but a poor execution of messages. The show staff thought saying that life sucks and you have to move on was a good message for a Y7 super hero show inspired by retro anime. Not even Bruce Timm's slop had that kind of messaging. So it doesn't surprise me that even 20 years later the children that watched this are grown adults still confused that this wasn't a cliffhanger and was intentionally misleading. At least the movie after this was good.

Also inb4 no season six is gonna happen ever.

Bad and forgettable design: her outfit is one red sash away from being Captain Marvel/War Bird, the blue skin tone is normally associated with cold/ice powers not electricity.

Forgettable personalty: An attention seeking narcissistic that wants to destroy the system is about half of all street level villains

Tied to being a Superman villain: She isn't quite the threat level needed to be held to any notoriety for him but she can't be easily swapped to other heroes so much like Clue Master or Calendar Man with Batman, she can't really break out and seem like a serious threat no matter what stories are written around her.

If the goal is female villain that's living electricity you need to overhaul the design to express that clearly. If the name stays "Livewire" it needs to bring in either the engineering angle or the personality of sharp, responsive, and/or warmly logical person.

From a costume side of things she either needs to reflect the literal side of the term. One such example would be as appearing as a torrent of electricity wrap creatively in what looks like electrical wiring. One other could be a stylized Arc Flash Suit with ports vents for her discharges.

Where this gets hard is making her a interesting story for Superman, power level wise all she could bring is perhaps speed with the power to jolt/stun him, but her goals for her actions would be tricky, perhaps making her need to absorb all heat sources to stay alive creates some challenges and motives that make things engaging in a fight, more so if Superman could count as an energy source she could feed from, at that point it's an energy vampire dressed with lighting powers, decent mileage but the writer has to know what they are doing. One thing that has to go is the water vulnerability, a Superman villain having such a low energy weakness is just awful for keeping the stakes up.

Anyway that's all I got and it's still an serious uphill battle to make this idea stick or stay in cape books.
