I watched this series as a kid and in retrospective it surprised me how much stand alone most of the chapters are and yet there is a lot of world building in them. It remind me how comic book storytelling used to be before they shifted to the decompressive narrative instead.

Hell's numbers are the only commonality between them, because that's the only real way Hell poses a threat to Heaven, so depleting them would always be a goal. If extermination is off the table, redemption would still be necessary as an alternative, although it's hard to imagine redemption ever outpacing damnation. Yes, the world building is shit.
