His nephew Agamotto's at most equal to Oshtur and Agamotto had to be talked out of killing Galactus outright for mildly annoying him by breaking shit he could literally replace instantly. And Oshtur and Gaea have consistently always been shown as being weaker than Set and Chthon, with set specifically stalemating Atum for about a million years while also subjugating Gaea, a nominal peer.

The Elder Gods of Earth are the biggest dicks in the locker room for Marvel Magic, and Set in particular is very possibly the only person in Marvel that has an inbuilt defense against the Ultimate Nullifier specifically, as canonically in every universe there is ALWAYS a Serpent and a Wyrm, with the Serpent being Set. He very specifically can be killed [since dying would still mean he'd exist in some form, just differently] but the way the UN functions to erase something on paper should either have Set pop back into existence immediately, or just have it flat out not work.

NFL? Sure maybe, it's a pretty hard and defined statement that has never once been disputed but that's arguably because it's obscure as fuck. But by that same metric the only thing comparable to Set the UN's ever been used in was Eternity, who's both a notorious jobber, has no particular theoretical protections against the way the UN works, and the context around that use is really fucking weird because it all but states some shit with Death is going on, and it's being used by Korvac. The UN's case here is about as much of an NFL.

And that's not getting into the restrictions to use the UN in the first place. To use it at all let alone not fuck up with it you need to understand your target properly and Galactus explicitly had no idea what he was getting into with Agamotto, who only has a fraction of his power and knowledge. So even before we have to quibble over if the UN would work on Set for multiple reasons, Galan already even can't use it.
