Homer, for his idiocy, was sincerely trying to be nice to Grimes and only ever wronged him because he could not comprehend how he made Grimes angry.Grimes was a bitter and unhappy person. Even with decent reason for that malcontent, he went out of his way to be angry and to try to "strike back" at a man who never actually tried to wrong him.

It's not his fault he's the protagonist and the universe revolves around making sure his status quo never changes (meaning he will never lose his job or suffer any other lasting consequences).The thing is though that during the Jerkass Homer golden age of seasons 9-11 or so, Homer really does get away with acting like a villain and everyone around him acts as if this is OK, so maybe Frank was a prophet, criticizing episodes that didn't exist yet.
