Grimes was a bitter and unhappy person. Even with decent reason for that malcontent, he went out of his way to be angry and to try to "strike back" at a man who never actually tried to wrong him.

Your example is off IMO, a rapist is innately trying to foist himself on others while they don't want it, hence they are always doing wrong and must always be punished even if their targets are not related to you. Homer's wrongs to Grimes are all not only not directed at any person in particular but are all unconscious.

Frank Grimes was in the wrong, as John Swartzwelder tried to tell the world. Homer is a pretty nice guy here, all in all. It's not his fault he's the protagonist and the universe revolves around making sure his status quo never changes (meaning he will never lose his job or suffer any other lasting consequences).

The thing is though that during the Jerkass Homer golden age of seasons 9-11 or so, Homer really does get away with acting like a villain and everyone around him acts as if this is OK, so maybe Frank was a prophet, criticizing episodes that didn't exist yet.

Grimes is in the wrong for being an idiot who blames the lowest guy on the totem even if he's technically at fault. He just submits to Burns authority rather than stand up for himself to make things clear or fight for the job he was promised.
Homer is in the wrong for being an idiot who fucks everything up.
Grimes can't really be blamed for hating Homer, until he becomes embittered over how much better things are for Homer despite his incompetence.

From Frank's point of view, he saved Homer's life. From the point of view of Homer and everyone else around him, Homer always survives mistakes that would kill anybody else, so his avoiding death is completely uneventful.

Frank sort of understands this by the end of the episode, unfortunately he doesn't understand that it only works for Homer and maybe other regular characters on the show, but for a one-time minor character, doing dangerous things will get you killed.
