The joke's pretty simple: usually when someone says "I wonder what X would say" about a situation they mean what would X would tell them about that situation. The joke is that Reginald instead imagines a non-related silly thing Beartato would say, and reacts to that. Classic Nedroid mix of wholesome and weird.
