Utica, Syracuse, Albany, Buffalo, and Rochester all used to be among the largest cities in the US and were rapidly growing. The Upstate region started to see its economy sputter out after WWII and never recovered, but the remnants of when those cities were larger are still around. It's basically an extension of the Rust Belt but New Yorkers don't want to admit it.
