The VCU doesn’t have any supervillains, so what the heck was this movie even about?
Are all Vought movie villains just criminals in power armor or “realistic” Batman villain bad guys?

Made-up villains
Just like the villains in all our superhero movies

The joke and implication is that these people are the villains.

Which is ironic considering the series is being produced by people who also think they are the heroes of society who created villains to fight against while they do actual villainous shit to others.

All superhero deconstruction have to do away with supervillians as a serious threat.

Because the argument falls apart the minute there’s a threat the military can’t stop

In the comic (after they retconned out supervillains), it's stated that villains are either made up by VA or they're VA capes who have gone off the reservation and were killed for it.
