I feel like JL and JLU inherited more elements from superman tas over batman tas (story arcs, characters).

Most of the batman tas elements were bassically erased for the JL series and not just because of the embargo, that happened way before

BTAS was mostly self-contained. Zatanna was just a particularly good stage magician in her introduction. Superman has teamed up with Green Lantern (Kyle), Flash, Aquaman, and Batman while Batman teamed up with Etrigan, Zatanna, and the Creeper. Superman also introduced ultra hard hitters like Brainiac and Darkseid. Yes, STAS served as a better setup for JL and JLU.

Metropolis in STAS still had a distinct 1940s flair to its design, drawing off the futurist concepts of the time rather than the heavyset, overbearing noir elements that befits Gotham's place in the world.
I also like how those old-school elements with Metropolis's design meld surprisingly well with the futurist elements of the 1990s, like how the cars are designed.

By that virtue BTAS is almost non-canon to itself. Mad Hatter has his debut episode as a sympathetic villain able to use low level mind control, and 2 episodes later he's able to control dreams. The show always played loose with continuity, some episodes are implied to take place a while before the "current" time or are Batman's first encounter when in another episode they act like it's a familiar foe.
The Clayface episodes are the only villain ones where it feels like they took some continuity to mind even in BTAS, maybe the Catwoman episodes too.

STAS was basically made because Timm had nothing to do and figured they might as well make a Superman cartoon before they realized he was on salary doing nothing. BTAS went through multiple drafts where as STAS was rushed to air on Kids WB
So there were simply less ideas for STAS, which is why it becomes a proto-JL show a lot of the time.
There's also the fact that it's hard to write and fit in the lower powered characters of the Bat stuff with the JL. Superman having to be depowered early on and Batman having to be written around so he doesn't have to outright fight badguys were the biggest gap in how JL was written because one needs to be made weaker for the others to be useful, and the other needs to not face problems he obviously couldn't win over in a straight fight.
But Batman benefits because he can avoid fighting with wits and agility/stealth, which is in line with Batman anyway.

The earliest pitch for JL had Robin, Impulse, and a female Cyborg. That got dropped since Cartoon Network didn't need younger characters as a requisite like Kids WB

Did you actually watch it? It was a weird hodge podge with BTAS Gotham but the JLU watchtower, but JL era GL with JLU Hawkgirl.
If anything it's a universe where BTAS is absolutely canon to the later DCAU stuff.
