With 24 they're funny because they barely even care and are totally aware of how stupid their jobs are and how unqualified they are to be in every situation they're in plus the nerdy arguments but post 24 was great because it made him grow as an actual character and contribute to the plot and some of the humor comes from the monarch usually having no fucking clue what 21 is talking about. It's because he was so great with 24 that makes his later development so enjoyable.
