Because the current DC timeline is utterly fucked.She was still born to Roy and Cheshire and lived with Roy when he was a Titan, but Cry for Justice didn't happen and instead she died in a different scenario, but she was actually kidnapped and kept in a lab until she escaped and wandered the world for years as a street urchin with her teleporting powers. And then she came to Gotham and was part of Catwoman's gang before being reunited with Roy. But Roy is still in his twenties even though his daughter who was born while Roy was already a superhero is now a teen.

I can't recall if it's ever been brought up after the New 52. After DC Rebirth, the policy seems to be to "pick and choose" canon, so if asked I'm sure the writers would say no.

It's like a big uncomfortable hole in the middle of their continuity. The Deathstroke run where Cheshire bombed Qurac has been referenced multiple times. They said Ravager knows Lian, but she was only hired to care for Lian because the first nanny (Quraci-American) didn't work out, and that Titans run has been referenced multiple times.
Kind of similar to Deathstroke blowing up Bludhaven. The bombing has been referenced but not who did it. Nightwing and Deathstroke hate each other again but nobody bothered to explain why. It's a clusterfuck.

City Boy was about New Gods from Apokolips trying to use his powers to remake Earth in Darkseid's image. It's easier to just reference Final Crisis than reference all three titles. Or the editors are lazy and stupid.

The fact that DC crimefighters are so eager to team up with full blast 100% unrepentant criminals just because some writer thought that was a neat subversive idea makes them look like massive hypocrites. It's bad enough that Batman allows Catwoman to run loose. Then there's Harley & Ivy who are treated like they're unofficial JLA members even though both have killed hundreds of innocent people, then there's mass murderers like Cheshire (who also appears in 'Tec for another teamup), and all the time I'm asking why the fuck do these supposed heroes not arrest these people? Or if that's not an option, beat them until they're retarded?

I think the blame is less on Wolfman for having her set off a nuke and more on guys like Messner-Loebs and Dixon for using Cheshire like a generic low-rent villain instead of an internationally infamous terrorist.

It's no wonder DC is floundering. Cape comics were built on their continuity and they've discarded it in favor of people being able to do whatever they want and pick what they do and don't want to be canon no matter how contradictory. The whole "contiuity is chains, the writers should be free" crowd finally got their wish and all it's done is completely destroy DC by taking away any reason to give a shit about anything going on because everything may as we be happing in individual bubbles.
