What he actually said was that the Heeters had to already be relatively strong in order claim so much of Frieza's domain in the aftermath of Frieza's death. Additionally, while he intially describes them as stronger than Nappa (who the interviewer intially asks about) he raises them to above the Ginyu Force and then settles on about as strong as Abo and Kado's base forms. Abo and Kado are (somehow) both on par with Frieza's first form during the Namek Saga by the time we meet them in the manga/OVA special.This is totally incompatible with what we understand for Bardock given he died to casual first form Frieza, so we should assume he meant Abo and Kado at the time of the Namek Saga. They ranked as high as the Ginyu Force. So they might have individually been slightly stronger than Ginyu at the time.So what does this mean? Well, it makes the Gas encounter incompatible with that of the original Father of Goku OVA. Even if we assume Gas was weaker at the time, the fact that Elec, Maki, and Oil are also considered Frieza Force Elite level by the end of the Namek saga indicates that they likely didn't change that much in strength. Can you still invoke Episode of Bardock and Father of Goku? Sorta but not especially. In the original manga, Frieza is reminded of Bardock upon seeing Goku. The Bardock in his mind's eye is one wearing his iconic bandana. In the Broly movie, Bardock is without it. In the Episode of Bardock, he has it.
