They've got a pretty good roster of villains they can mine from, and Madame HYDRA and her occultism is certainly up Doom's alley. If he's setting up a new Cabal, they could use a Zemo-loyal HYDRA faction as a base, add some of the Hickman lore, then expand with an AIM connection, Namor, an X-Villain, and it's a pretty powerful roster from just the basics. I expect a left field choice too, but I just hope it's not just Doom alone; he needs a group if it's going to be Dark Reign 2.0 or similar. Although that Marvel's gone and it won't be as good or impactful.

I love Dr Doom as a character but I can't keep up with his story when he's just randomly appearing in a bunch of different comics like "Blood Hunt #5".I recently read that Spider-Man story where Dr Doom threatens all of New York and it turns out to be a ploy by another country to invade Latveria. I finished the story and then didn't know what other comics I needed to read in order to continue the storyline.
