I'm pretty sure part of the joke is that the finale pretty much wouldn't have happened if DCSHG didn't piggy-back off of TTG, with it being marketed as a big crossover despite it pretty much doing the bare minimum of that and focusing on DCSHG most of the time.What I'm getting from the movie's pretty explicit meta-commentary, is that DCSHG was pretty much a dead cartoon at that point, and TTG was a necessary evil in order for it to have a somewhat proper finale, with there likely being some talk between the two groups of show writers to convince their executives to allow it to happen.
