She was literally raised on a compound. People were so afraid that, like Aang, the next Avatar might not be ready, or could go missing when the world needed them, so as soon as they discovered her, they basically locked her down. She had an extremely abnormal upbringing with almost no proper spiritual/emotional guidance; they were just raising her to be a weapon, and unfortunately, thanks to her personality and naivetey, she was more than willing to be one.Then she got out into the world and realized she was woefully unprepared for almost everything. She's an angry teenager with zero proper social conditioning and no problem-solving skills, and a personal predisposition for fisticuffs. She's basically the inversion of Aang; Aang was a spiritually well-adjusted kid with a proper childhood who ran away from responsibility and combat training because he was a scared pacifist. Korra was a maladjusted teen with a fucked up childhood that she embraced because she wasn't scared and felt invincible; the only tool she was trained to solve problems with was violence.The lesson is that there is no way to properly train an avatar for the problems they might face. The avatar will eventually be sculpted into what they need to be by the world that needs them. It feels like people are mad at Korra just because the problems caused by her flaws were messier and more immediate than Aang's, which are all viewed in retrospect.
