If it was so popular, why didn't many other toddler shows have school as a regular focus? Bear in the Big Blue House, Blue's Clues, Rolie Polie Olie, PB&J Otter, Dora the Explorer, Stanley, etc. either never had school or they had school, but only in a few episodes and I don't even recall any of them having characters go to an elementary school, unlike Arthur

What made Arthur the one pre-school show to have school as a regular setting? The only other one I can think of is maybe Franklin?

Was it actually pre-school though? Seems more like early elementary. The Magic Schoolbus would be about comparable.

Why was the writing in early Arthur so well done? Not even older-audience kidtoons could match the engaging dialogue and wit that Arthur had, while still being appealing towards its target audience.
I say this unironically.

Arthur wasn't really a toddler show though. It's a lot more "complex" than stuff like Bear in the Big Blue House or Blue's Clues or even Dora, which are aimed at actual toddlers. Arthur is aimed at kids in elementary school.

If you are going to teach the audience a lesson, make sure it’s a taught in a way you’d like to hear it.
