The team she sent wasnt equipped to deal with Starro. She needed them out because their existence would implicate the US. She needed them out, once Starro is known to the world the USAF or the JL would deal with him.

Works better if used by a different country to kickstart a terrorist attack with his zombie starfishes.He is quite weak and a regular bombing would be enough to deal with him , or by just sending a team of supers since canonically the JL is a thing in this movie.So he can be free to roam and destroy Colto Maltese since it is a rogue nation until they will bomb him down.
