To be fair, that was just part of the plan. He purposely made the guy ruin the dessert so that Storm wouldn't like it and then he'd use that as an excuse to execute him and force Storm to act in order to prove that she doesn't have her powers. It's moronic when it's played straight where Doom will kill a guy for messing up a recipe, then go be a hecckin wholesome chungus seeking to give the world free healthcare, but in this particular instance it's keikaku.

Because it's Doom. He gets off on corrupting, manipulating and antagonising people. Just scanning her wasn't the point, he was 90% sure already. He had to show her that he knew and that he could manipulate her into acting, so that he could then posture about being able to grant powers. The whole bit was Doom trying to get her to convince the X-Men to act as his personal attack dogs. First he tries to convince her through drawing parallels between him and the muties, while throwing praise their way, and then he lords over his powers.

I didn't really mind that part, it was classic Doom. Theatrics are part of his DNA.
