He gets off on corrupting, manipulating and antagonising people. Just scanning her wasn't the point, he was 90% sure already. He had to show her that he knew and that he could manipulate her into acting, so that he could then posture about being able to grant powers. The whole bit was Doom trying to get her to convince the X-Men to act as his personal attack dogs. First he tries to convince her through drawing parallels between him and the muties, while throwing praise their way, and then he lords over his powers.I didn't really mind that part, it was classic Doom. Theatrics are part of his DNA.
