Cobra's internal politics are always the most interesting thing about GI Joe, and that frequently involves someone else usurping control of Cobra. Sometimes it's just one of the existing inner circle of guys, sometimes it's a new guy, but I wouldn't want any of them to not exist at all in this new continuity.

I guess they could introduce Serpentor as the perfect ruthless soldier made from the DNA of history's greatest warriors created by Cobra-La so that they can steal away Cobra from the Commander. It would make sense since Cobra-La are fanatics of biology so of course they'd know how to create clones.

Other notable villains not introduced yet are Zartan (but he has been mentioned, and is probably impersonating a character we've already seen right now), Doctor Mindbender, and Firefly.

I want to see Serpentor show up eventually, but with this version of Cobra Commander, it definitely makes sense to use the Hama/Marvel origin of Serpentor being a super-soldier experiment instead of being a deliberate attempt to replace a failing leader, unless they go with the approach you suggest and have Cobra-La create him instead of Mindbender.

Yup, Serpentor being a Cobra-La creation instead of a Mindbender creation would work better with the whole Cobra-La plotline. Especially since Cobra-La literally only has 3 named established characters, and one of them (Nemesis Enforcer) is presumed dead.
