Would this be Amada Waller being a secret vigilante from her government position or would this give her a different backstory?She could just steal a bunch of confiscated gadgets and weapons from various aliens and super villains the government has detained, it would make for an enjoyable story where Waller has to put on a cheesy super hero persona in order to complete a mission, shes obviously embarrassed or rolling her eyes as she talks like a silver age hero.

If she had the same resources she usually does and was told that from now on she's got to personally fight her battles, she's going to switch up the Suicide Squad from fighters to support personnel, namely scientists and magic users to build her a suit of battle armor and give her as many magical buffs as possible, she'd probably avoid venom because a woman of her health and age using that shit is going to give her a stroke in five minutes. She'd definitely look into getting Speed Force access and maybe genetically manipulating herself. She'd also be constantly switching up what tech and what weaponry she brings to keep someone like Batman from making a contingency for her.As far as how successful she'd be, if it's her ass on the line Waller is going to go for overkill in a way that would have Homelander telling her to tone it down, like if there are four hostages and four terrorists send eight bodybags, she doesn't have much in the way of altruism or respect for her fellow (wo)man. Waller also tends to get spooked when she's in real danger, she's pretty good at keeping it together but she might panic if it looks like there's a chance she could actually die, she definitely won't be the last one holding the line.

And if Waller actually had any kind of powers or special abilities she quite frankly wouldn't be Waller. Her whole thing is being a government suit scared shitless of the superhuman arms race going on around her where she and most of her employees are helplessly squishy mortals and her desperately trying to gain some control of the situation via keeping superhuman agents with bombs in their heads and coming up with secret projects to counter the super humans. If she was one of them to begin with she probably wouldn't have that character to begin with she'd be yet another egotisical jackass with super powers in the DC universe

Her huge body, and her cruel heartless efficiency. She would never become a batman. She'd be more like punisher except with government ties. She doesn't just fight villains, She finds their families and holds them at gunpoint. She will shoot through a hostage if it means taking down a bigger threat. She'd basically just be Death Stroke if he believed he was fighting for the greater good. The villain's she's merciful enough to leave alive probably leave crippled.
