Would Rolento make a good villain for Frank? He forcibly conscript other gang members, criminals, and mercenaries all alike into his army to take over the city.

Conceptually sure, in action, Rolento is kind of a joke which fits in Street Fighter but less in a Frank book unless it's making fun of the mentality. And the bit is Frank is an actual soldier who's fighting a LARPer who's roped whole crime syndicates into his Stolen Valor.A Big Boss type villain whose whole schtick is he created an army out of discarded soldiers would be good for Frank too.
