You can't have one without the other. But the other anon is right that this conviction rate approaches 100%, because they won't go to trial unless they obtain a confession, which they almost always get because - A) their prosecutors work under one national organization B) their prosecutors are way more involved with police work than other justice systemsC) they won't hold or charge a suspect unless they're absolutely sure they can get a conviction (I think this is what you mean?)and finally D) they'll just find a loophole to suspend a suspect's right to habeaus corpus until they get a confession. She also doesn't want to break Jotaro's fantastic relations with his loving step-father (who was happy to adopt and would be shattered if he lost the love of his boy) and tear the family apart, so she tells Usagi the truth only when necessary and with hesitation. For the boy's good, they can't tell Jotaro the truth, nobody can. So Usagi wanders and meddles just so the boy can have a happy life.And then it turns out Mariko did one more thing and it makes you flip the table and foam at the mouth, because 1.) WHY WOULD YOU DO THAT2.) WHY WOULDN'T YOU TRY TO EXPLAIN IT THE FIRST CHANCE YOU GETI get it, she's emotionally torn and distraught, she desperately wants to keep her world together and play the part of Kenichi's faithful wife, but after that one revelation, she seems downright malicious.
