The Speed they gave him was extremely generous as far as Alu speed calcs go (Highest ive seen him place before this video was about mach 30 and change, about 50 times slower!) and even then he was orders of magnitude slower than DIO, even if we use their outdated Jotaro speed calc and scale DIO to that, he is still thousands of times faster. Attack Power is also heavily in DIOs favour, the 11 megaton eye laser is commonly agreed on and completely blows anything Alucard has done out of the water, as does the stone free meteor feat (Though I admit the highest ive seen it scaled was about 150kt of tnt, not the some 400kt as stated by DB) btw, both the World and Star Platinum are stronger than Stone Free in raw power so this feat is even slightly below DIOs theoretical limit. And since DIO has tanked Star Platinum punches and lived, we can safely conclude his durability is, again tens of times greater than Alucards AP. The best Alucard feat is actually his telekinesis to push the carrier back to shore, not the blackbird feat used in the episode, but even then it only clocks at some 50 tons of TNT iirc, so again even with a lowballed DIO here and a highballed Alucard, DIO is stomping all the three major stats.

Alucard cant hurt DIO, not enough that DIOs own regen (he has one of those too btw!) wouldnt be able to sufficiently repair the minor at best damage sustained. So really it comes down to, can DIO kill Alucard 3 000 000 times before the sun comes up? Well given DIO has nothing but time, and the fact timestop gets longer with each use, even generously assuming a linear progression we can safely conclude DIO could burn through all of Alus "1ups" in 6-8 hours. Hell DIO could even move the fight underground or somewhere else hes safe from the sun. Alucard also has more abilities but a lot of those are really just window dressing in the context of this fight. Level 0 is basically a massive supply of free healing and amps for DIO, all it does is make Alucard easier to kill (Also makes for a more visually appealing fight to watch which is why it was used as the win con for DIO in the animation I imagine) Hypnosis is shown to only work on humans iirc, third eye has been fooled in the past and requires a conscious effort to use (Seras needed to consciously use it to free herself of Zorins illusion in the attack on the hellsing estate, for example) Illusions and Familiars all just serve to stall for maybe a few seconds and like all of alucards major powers, still have that pesky problem of being made of blood, so again, free heals for DIO if he somehow gets a scratch on him.

Well, monkeys and typewriters...To conclude this needlessly long essay, I implore people to understand that "well he cant die" or "he kills vampires, so he eats DIO for breakfest" are non arguments. Alucard is the top dog in his universe sure but out of it hes really not all that impressive outside of his regen, so his best shot at winning is by attrition. And winning that kind of fight against an enemy to whom you move as fast as a statue, who can kill you at his leisure, who you cant hurt even if he somehow chooses to let you land a clean hit, who doesn't need to eat or sleep, who doesn't age and who can literally STOP TIME. Well lets just say thinking you come out of that with a W in most scenarios is a bit far fetched no?
