He's definitely strong but we haven't seen him do anything yet that matches up to something like the combined Malice/Mayhem in raw power. It may just be that he that he has the resources and strategy to actually organize a large scale group and plan long term goals while potentially stronger villains like the robots would just be agents of chaos if left undirected.
