And it wont be the government driving this, it'll be a societal push and basic evolution: feminists don't have children and when they do it is almost never to the scale that proper women do. Although the kith deride them for their soft living they're usually diplomatic about it; a tenuous balance between the kith guaranteeing security and stability outside the fortified cities along with the treasures of the wastes in exchange for the things the kith generally can't produce themselves.

Continuing on in this vein the last setting i was trying to build was a scenario in which a technologically developed and advanced feminist/liberal quasi matriarchy was provoked into declaring war on a much smaller yet ambitious and militaristic patriarchal country. What then ensues is the gradual economic and social dismemberment of the matriarchal state through patriarchal colonization, buying up land, creating estates where slave women live, encouraging defections, and allowing for widespread debtor slavery contracts to bring more and more free women into slavery. Often what seem like regular jobs at the outset gradually shift to enslavement through progressive debt accumulation.
