Assuming losing livable area is not a problem, is there any way to soundproof an apartment both from street and neighbor noise? Mine has brick and cement plastered walls but it's pretty much that for insulation.
How good are triple glazed windows?

Assuming you can't do any construction, you could just make your own portable walls. I would approach it like making acoustic panels. Make a bunch of 24x96 rectangular frames out of 1x4 lumber, fill them with a lasagne of insulation and sheetrock, maybe cover them in a tasteful fabric, and you make enough of them you basically have a soundproofed room that you can take with you when you move. Even if you don't go full autist with this just making some normal acoustic panels and acoustically treating the room, i.e. eliminating echoes and resonance, will improve your quality of life if you suffer from misophonia as I do. The most annoying frequencies are the ones that bounce around the most but are easiest to absorb.

The trick to soundproofing is layers. I sound proofed a garage, just siding and studs, and stapled some asphalt roofing tiles in between the studs. Threw up some kinda 4x8 wallboard from Home Depot. Then tacked up some old carpet I found for free. Wasn't pretty, but it did the job.

so i added a plastic foil to mold heaven >>2867186 and as you can see condensation inside the wall goes down to almost nothing.

BTW still a verry bad design the interiour surface temperature is 55F for 23F outside. this is only so low because the steel C profile is a big thermal bridge and you can still get mold where the steel is.

and if the foil gets pierced by a socket or the seams are taped badly you get mold again.

t. have done this. workshop is 100 ft away from a very busy four lane road, traffic is almost completely inaudible except for the loudest trucks and motorcycles (which are a faint rumble)

To make it better i have tinnitus I often wish i was deaf. Then i found out you can be deaf and have tinnitus.
Now summer is here and i have to sleep with a fan, the noise of the fan doesn't let me sleep so i need earplugs. Aircon is worse, the compressor vibrates through the walls and the bed into my skull.

I would do 2 layers of furring strips perpendicular to each other with foam insulation between and 2 layers of 5/8" fire drywall
You can glue the drywall layers together with a bunch of adhesive for even more dampening
