Does anyone know where I can buy brandless black sweatpants and hoodies in Toronto? I'm 23 and my High School clothes are starting to fall apart.

i would never wear sweatpants some other dude's sharted in. that particular garment is a no-go for thrifting.
i find nice hoodies/sweaters all the time thrifting. but there's no guarantee you can just walk into any thrift store and find one that day. if you have patience or a couple stores around you it can be very viable.

Try Joe Fresh maybe. This is a cheap brand that started off selling basics in chain grocery stores. Now they have their own clothing stores. But you can probably find a better selection on the clearance section of their website.

Also can recommend searching in Chinatown because the Chinese specialize in cheap shit. You may be able to find some racks defective seconds for very low prices. Downside is the fit could be all fucked up.
