Step 1: get a pique knit 100% cotton polo, no jersey, no stretch fabric, NO POLYESTER, very important, if you don't do this then don't bother.
Step 2: get some light weight straight leg chino pants in all cotton. Or get some of those cotton linen blend meme drawstring "easy pants" that everyone is wearing these days. No super skinny or sharp taper pants. Chino shorts are also an option.
Step 3: get an appropriate casual belt, woven cotton, needlepoint, web belt with leather attached for the buckle area.
Step 4: Get brown leather or suede unlined boat shoes, wear without socks, if belt has leather details the leather on the belt should match the shoes.
Sunglasses optional
Baseball cap optional

Oh almost forgot i strongly recommend two button polos instead of three button, this isn't a must but opt for two button whenever possible.
Lands end has cheap "mesh" (pique) two button all cotton polos with a nice cut and length.

Strong disagree, especially if you're in decent shape. My favorite brand for polos has 4 buttons. Also they have the best collars, there's inserts for collar stays so you never get rumpled,flat collars.

Poly also retains odors and doesn't let you cool off as effectively as loose cotton. Sure,it will absorb sweat but it causes you to sweat more and then the stink just keeps building over time.
Polyester isn't some super fabric, it's popular because it's cheap.

White polo with gray pants is an awesome combination. Unless you are getting into some very intricate costumes, then stick with black/navy. Worthwhile to have a red and white polo as those are colors women find attractive. Other dark colors can work with more limited outfits. Non-white light colors if you want to look like a tourist.

depending on the fiber shape and fabric weave, polyester can cool you off more than cotton

if you mean in between washes, wear deodorant, same as you would when wearing cotton

I can find cotton shirts for cheaper, but regardless of that, polyester can work well regardless of how cheap it is if it's good quality
