for military style chinos easily, just because nobody makes good ones in the USA anymore. (Bills khakis sucks shit now) For dress chinos it depends on the specific cut and styling details you want.

I have Buzz Rickson's original spec chinos coming in the mail right now. From japan they were like €100 which is the same as most mall shit nowadays. No stretch, higher rise and straight leg already puts them in the top percentile for me because that is impossible to find nowadays.
