I gained 0.4 lb. The scale hasn't moved at all. If I'm messing up, I overestimated my tdee by about 1650 cal which doesn't sound plausible. I weigh my food. What am I doing wrong? Should I just be more aggressive with the cut?

Calorie counting because of its inaccuracy (you are at best on a very slight deficit) is not reliable. Do OMAD/IF for a few weeks and you will lose weight easily. Better yet, fast for a weekend.

there is something going onim in a 2000 cal day deficit at 140 lbs (I bike 50 miles a day and eat 1 cup of oatmeal) and I've only lost 2 lbs over the last 2 months
