I gained 0.4 lb. The scale hasn't moved at all. If I'm messing up, I overestimated my tdee by about 1650 cal which doesn't sound plausible. I weigh my food. What am I doing wrong? Should I just be more aggressive with the cut?

Calorie counting because of its inaccuracy (you are at best on a very slight deficit) is not reliable. Do OMAD/IF for a few weeks and you will lose weight easily. Better yet, fast for a weekend.

Your muscles won't waste away in just a month or two, and you'll still be getting protein you dip. If you need 2 months of OMAD to lose your weight, you're probably too fat to care about muscle.
