Yeah. You just transfer the stink to something else like a towel. Anything that dessicates/dries is going to remove a large deal of bacteria. But then you have oils which aren't so easily dried that you have to wipe off or transfer onto something. Hot water is just a similar process with more medium for transferring that off of you. Then the addition of solvents for oils that the water wouldn't carry away normally.

Realistically you don't need more than hot water and a clean towel to stop stinking.
