is it actually possible to burn fat and build muscle simutaneously?

yes

Yes, the mechanisms aren't mutually exclusive. But it will reduce the rate of both depending on your macro profile. You need to eat slightly higher protein and enter ketosis. Also, you don't want to be eating any excess fat/carbs period.

Calorie deficit + enough protein to facilitate muscle growth + stimulus required to trigger a growth response in the muscles = fat is burned to cover the caloric energy missing for anabolic activity and just activity in general.

Works best with turbofats with a lot of fat to burn. Probably works less good as you start getting to around and under 15%

I am around 13% body fat but been off from the gym essentially for almost a year now (Injury). Going to get back into it next month. Possible to regain lost muscle (From muscle memory of course) while going down in fat at this body fat percent or is it exclusively for fatties?
