What is the second best exercise to get over developed front delts?

Why would you want over developed front delts? Most push exercises already target them indirectly, rotating an isolation is enough. For both long term avoiding fatigue and also balance. Overdeveloped front delts contribute to rounded shoulders. You should be more worried about side and rear.

Front raises will built the fuck out of your front delts. If you're serious about it then incline front delt raises will built them like crazy
