Its not as easy to load weight onto and know exactly what weight it is without actually weighing it. Also you will be limited compared to just a regular barbell in terms of lifts you can do.
But if its all you got then just use it and get creative with it.

So what? That's compeltely arbitrary and meaningless. Your body doesn't care about how extra weight exactly it's carrying around. It just knows there's more and it needs to adapt. Add another sand bag if you want to progress. Or a bigger one. Or fill one with rocks instead.

There's nothing "meme" about training to lift an incredibly unstable and heavy object in various ways. The strength you build is compeltely different to the strength built from doing cables and machines. It is what this place fears the most, functional.

No it makes progressive overload easier, it's measured progress you're making. Not knocking the memebag but it's not going to replace barbells.

If you care about bodybuilding, this ain't it.
If you just want to build strength and athleticism, it's perfectly doable. As others have stated, it's a bit limiting compared to a barbell, but also has the massive upside of making you good at handling awkward, unwieldy objects which is very useful in everyday life.
As a side note, this looks like it would be amazing training for wrestling and other grappling arts
