It is a organ it's made out of mostly smooth muscle like any organ or vein, not skeletal muscle. Which recovers pretty quickly this is sort of why it's hard to change it because it recovery just makes it go back to the way it was rapidly instead of adding mass. Any that you can get about 120-140 minutes a week with. Actual HIIT like hill sprints is going to come later after you've adapted your connective tissue to whatever form of exercise you're doing.
But in general if you're starting out you want to be training at least 2 forms of cardio in a given week so you have something to fall back on with a diffent wear pattern if you get an injury in the one since vascular improvements reverse themselves rapidly like 2 weeks if you go back to sedentary. So whatever you can do consistently the longest (on the calendar) is going to be preferred at first.

Some of it can't be reversed and but some can't is just par for the course with atherosclerosis so adapting a diet consistent with what your genes have given you for hdl and ldl is probably as big a part of the equation.
