The one and only thing that matters is insulin aka the fat storage hormone
If you keep it low by not eating carbs or excessive protein you can get shredded on unlimited calories
It's literally all that matters for fat loss or fat gain
On one day you could eat one 3500 calorie low carb meal for that day and lose fat, then the next day snack on 1000 cal of carbs which keeps your insulin high and gain more weight than before you started the whole two days.

Basically the reason you are fat is god hates you, if you cut calories you will just lose some bodily functions so you can still put on fat. The only way to lose weight is to trick god into thinking that’s the best way to kill you by getting stranded and lost in the wilderness. Literally the opposite.

You can eat 2000Kcal surplus by consuming only starch and protein and gain only marginal amount of fat due to the inefficiency de novo lipogenesis but if you eat excess of calories from a balanced diet with lots of fat in it you gain same amount of fat from +200kcal

The body is extremely inefficient in storing pure glycogen in the case of excess energy. The issue is people on calorie surplus usually have also fat and fructose intake, which in case of glucose saturation stores much more efficiently than glucose.

Insulin turns off fat oxidation but it does not turn carbohydrates into fat. If you eat fat and fructose that body stores as fat while having your insulin spiked is when you store fat.
