its well established that you can hypertrophy neck muscles with training. there are neck harnesses, or you can just do neck curls with some weight added by holding a small plate on your forehead

thicker that it was D: it's easy to overdo it, so i dedicate 2 minutes a week for training my levator, but this pertains to all the muscle - between 2 to 5 minutes a week, no u don't need more
