He didn't prioritize memory safety while developing Hare, as the motivations for the language rested elsewhere. I agree that adding borrow checking to the language at a late stage is probably a mistake, but considering the direction of the industry, he pretty much has to make his language memory safe in order for people to want to use it for anything that is not just a hobby project.
