Because to update Windows, you have to bring down Windows Firewall for svchost in such a way as to allow telemetry to leak. I do not trust the telemetry leaks, and as for the convoluted way of running WSUS it's to ensure no data about Windows templates updating from the WSUS can get uploaded by the WSUS to Microsoft as some end-run around not bringing TemplateVMs directly online to Windows Update.
