The same way you handle graphics and input and filesystem operations and literally anything else in programming: you find an API you want to use that works on the platforms you want to run, and use it. For every individual question like this you have to search it and do some research. In this day and age you can also ask LLMs for advice (don't use them to write code though, if it's for a learning project).

If you really want a hint, look up SDL. It's one of many options for doing stuff but it's a relatively widely used one. What it does is abstract away some APIs for stuff like graphics, UI, platform-specific input management, sound etc. You can look up its APIs and use it.
SDL itself just uses lower level APIs from various platforms. For graphics that would be OpenGL, DirectX, Vulcan. For sound I don't know off the top of my head but there's similar shit. And so on and so forth. You can use those directly. Or you can use another toolkit, or a variety of toolkits.

Neuromorphic models work a lot better. They use local state and local mutation only, which lets them do tricks like learning things in real time. So far, they've mostly been used to study how human senses work and integrate with the brain, rather than shooting for intelligence (because understanding sensing is more immediately useful).
They're an absolute bitch to implement in normal hardware though, due to the comms bandwidth required, and GPUs are no use at all for them (it's just a different architectural model).
