Because not everything is "data". Not all phones support VoLTE or Vo5g for example.

I don't know how you think this works but your wireless internet (if it ain't Wi-Fi) is using the cellphone network. And should you refer to the non-ip part, then again, not all devices support doing everything over ip. Legacy shit is also the reason a lot of networks still have 2g or something like that running.

Because the operating systems are well adapted for their specific use case and trying to expand one onto another domain entirely is virtually impossible as the "synergy effects" are not sufficient to offset the plethora of downsides this entails.
Think of the catastrophe that was the windows phone. The best we can do nowadays is have android pretend it's a desktop os with a mouse and keyboard, but it's just not enough.

Windows is atrocious. I had Windows 7 installed on a 120GB ssd for the longest time and towards the end Windows 7 was using 75GB just for itself and I'd have to use Disk Cleanup every so often to clear temporary files or else I'd quickly fall under 10GB of available space. I didn't dare install any games or save my downloads on that SSD, I only saved stuff to secondary harddrives. my main SSD was just for the OS and programs (like Firefox)

What's worse is that modern Ubuntu is going the same route with snaps. I barely have anything installed and there's over 10GB of snaps, 4 different gnome versions because some app has a specific version as a dependency etc.

I'd say it depends on the implementation if eSIM data is zeroed out on deletion. I'd assume that would be the simpler option to implement, but you can never underestimate incompetence. Retrieval of that hypothetical data isn't something most anyone could pull off though.
Cloning an eSIM is a something only a sophisticated actor could pull off, but it seems it has been done with some eSIM implementations.
