I don't see a pager, so I don't know how many desks or pages you have, but if you have it set up with 4 desks and 1 page you could get that sort of functionality with:

Mouse 4 R A GotoDesk 1 0 3
Mouse 5 R A GotoDesk -1 0 3

I'm trying to do it the opposite way yeah, 1 or more desks with a 4x1 grid of pages I can scroll up and down on in realtime. I haven't had a chance to mess with it since last night, but I think you should be able to just keybind "scroll" to mousewheel and have it scroll in like a 1% increment or something. That's what I was going to try later anyway. I saw people saying its also possible to make it wrap back to page 1 at the bottom.

That works pretty well. I looked at scroll in the fvwm man page and found the sort of functionality that I thought you meant, where when you scroll up it goes forward a page and when you scroll down, it back a page. The webm shows how it works.

If you change the arguments to A C you can just hold control and use that hotkey even when hovering over a window, it doesn't work so well for the increment scroll but it might be nice for the full page switch.

I previously used KDE Plasma on my laptop, but goddamn that was a headache. I still use it daily on another machine, but it's not uncommon that it bugs out. In fact, I have the taskbar stuck on the left monitor and when i use certain applications it acts as if the toolbar is there, but it just shows the desktop. It's definitely a skill issue, but the bugs shouldn't be happening so often.
