Those systems cost several thousand of dollars because they are intended for developers only. There is no active ARM ecosystem for the mainstream consumer segment so it makes no sense for ARM vendors to invest there. Especially considering that the bulk of applications are designed to run on x86 chips.

Microsoft tried with the Snapdragon 8cx in their Surface laptop which used Windows 10 for ARM but this has so far been failure and few OEMs bothered using ARM chips. Apple will try next year with their ARM-powered Macbook Air so they could enjoy some success.
