You don't seem to even understand the basics of how this works.
You take an illegal number and run a picture codec like JPEG on it to display it on screen.
It's possible to write a codec like JPEG to convert literally any number in the universe into CP.
Therefore every number in the universe is illegal, because it can be converted to CP.

What next? Outlawing atoms because when they're arranged in a certain way they can make something illegal?
