considering the fact that d3d11 skips vsyncs and generally has unstable presentation, I don't see why you would want d3d12 which would just have the same issues...

vulkan has equivalent performance to d3d12 and it's more stable. hwdec is a meme mostly since most content on the internet is 8-bit AVC, where hwdec is actually less efficient

how do TVs handle VFR content if they do refresh rate matching?

I have an issue where at seemingly random timestamps (that don't change after restarting mpv) I can't seek back 5 seconds, it will get "stuck" at that timestamp and I can't jump back further unless I spam the left key really fast. Both with and without hr-seek=yes. Otherwise the video plays normal.
