Semi-true, but having the battery at 100% at all times is bad for the battery lifespan, also charging and discharging it, that's why some laptops offer a partial charging cycle and it stops at 80% or something if you wanna keep it plug in.
I would not dare use it like OP suggest if your laptop didn't had that functionality
