Yes. Declarative UI is much better than whatever XML bullcrap google had before.

No. Use Flutter instead. It has better everything and it's also React-like. You can use BLoC or other state management libraries if needed, which are not available in compost.

Compost is a Jetbrains creation.
Even Android is not really Google, it was acquired and worked as an startup inside the company with their own hiring practices. Every Android API is a mess because back in the day they rushed to market.
On the other hand Angular and Flutter are 100% Googlish, which shows in the better design.
