I'm looking into purchasing two or three EV chargers for my HOA's community parking lot, we need ones with a payment or tracking system so the HOA can be reimbursed for its use, and shit that will last in the Florida sun.

Any recommendations?

One with a diesel generator. That way people can just bring their own fuel and you don't have to mess with a payment connection.

would prefer a grid solution, I don't think HOA liability lawyer is going to let us mess with fuel like that

Buy extra cables
