I want to make a cheap + normie friendly "games console" (computer that boots into an emulator frontend) for my family. What hardware would you recommend? Some youtuber recommended HP EliteDesk 800 G2, but he is a youtuber and therefore stupid. I would ideally like to emulate up to ps3 games, but up to ps2 is also fine.

The next best thing I could find was a ProDesk 400 G4 which has a slightly better iGPU, since you say you wanna emulate ps3 games, which can be a bit demanding. It's being sold for $199 on newegg.
