I want to make a cheap + normie friendly "games console" (computer that boots into an emulator frontend) for my family. What hardware would you recommend? Some youtuber recommended HP EliteDesk 800 G2, but he is a youtuber and therefore stupid. I would ideally like to emulate up to ps3 games, but up to ps2 is also fine.

Honestly that model of HP is pretty good for what you wanna do, and under $200. The next best thing I could find was a ProDesk 400 G4 which has a slightly better iGPU, since you say you wanna emulate ps3 games, which can be a bit demanding. It's being sold for $199 on newegg. You should consider similar refurbished PCs or parts.
